Mission Statement

Texas Housing Conservancy (TxHC) is a 501(c)(3) charitable nonprofit dedicated to ensuring Texans across the state have access to affordable housing by preserving well-located, multi-family apartment properties for long-term affordability. Building on the success of Affordable Central Texas (ACT) and the Austin Housing Conservancy Fund, Texas Housing Conservancy has expanded its mission beyond Central Texas to serve communities statewide.

Established in 2016, TxHC was founded by experienced real estate professionals and affordable housing advocates with a commitment to addressing Texas' housing affordability crisis. TxHC actively manages the activities and investments of the Fund and works to create scalable, sustainable social impact through preserving affordable housing for the state's workforce. Initially funded by its founding members and national foundations, TxHC continues to secure capital from charitable donations, endowments, and foundations to support its mission.

Combined, the team at TxHC brings over a century of experience in real estate investment, financial expertise, fundraising, and local market knowledge, having collectively managed more than $15 billion in capital market transactions. With deep roots in Texas and a legacy of leadership in organizations such as AIC Ventures, the Real Estate Council of Austin, the Teacher Retirement System of Texas, and the Urban Land Institute, the team is uniquely equipped to lead the charge in preserving affordable housing for the long-term benefit of all Texans.

MONICA MEDINA

PRESIDENT & CEO

As CEO and President, Monica is responsible for leading the growth of the organization while overseeing all aspects of operations and strategy.  She plays a key role in expanding the organization’s nearly $500 million portfolio and advancing its mission to preserve affordable housing. With 20 years of banking experience, Monica has held senior leadership positions in Business Banking, Government and Institutional Banking, and Commercial Banking at institutions ranging from $5B to $1.8T in assets. Before stepping into her current role, she served as Senior Vice President and Commercial Banking Leader for Broadway Bank, where she grew the loan and deposit portfolio by 430% in less than two years. Monica has successfully developed national business strategies and managed several hundred-million-dollar portfolios. A dedicated servant leader, she has served on the Mission Capital Board, chaired the Board of H.A.N.D. (now part of Meals on Wheels), and is a Leadership Austin graduate. Her extensive business and community relationships, along with her financial acumen, uniquely equip her to fulfill the organization’s mission of preserving 5,000 units of affordable workforce housing over the next five years. Monica and her husband, Jose, met at Texas State University over 20 years ago. They have called Central Texas home ever since and are raising their four children in the area.

BEVERLY GRASS

VICE PRESIDENT OF FINANCE – REAL ESTATE

Beverly Grass adds 30 years of accounting experience to Affordable Central Texas. She held various accounting positions at the Teacher Retirement System of Texas (TRS) including investment fund accounting for Real Assets, Private Equity, Hedge Fund and External Public Market portfolios. In addition, she has been responsible for accounting work for several nonprofits. Beverly has earned her CPA, received the CFA Investment Foundation Certificate and the Claritas Investment Certificate in addition to a BS in Accounting from Liberty University graduating Cum Laude. She and her husband are long-time residents of Central Texas.

MISSY SAEZ

ASSET MANAGER – REAL ESTATE

Missy Saez brings over a decade of comprehensive experience in the real estate industry, showcasing her expertise in asset management and property operations. For the past seven years, she held the position of Regional Asset Manager at LDG Development LLC, where she successfully oversaw diverse developments across the Southwest and Midwest regions. Missy's journey in the real estate sector began with a solid foundation in property management operations. With 15 years of hands-on experience in owner- and fee-managed properties, she has navigated various facets of the industry. Starting her career as a leasing agent, Missy's trajectory has included managing a wide spectrum of multi-family properties. Her portfolio spans conventional and affordable housing, lease-up and renovation projects, and diverse property styles such as garden, mid-rise, and more. She holds the National Apartment Association (NAA) designations of CAM (Certified Apartment Manager) and CAPS (Certified Apartment Portfolio Supervisor). Additionally, she is on the cusp of achieving her CPM (Certified Property Manager) designation from the Institute of Real Estate Management (IREM).

Jon is a seasoned real estate investment management professional. With a strong background in multifamily acquisitions and portfolio management, Jon has consistently demonstrated an ability to drive significant growth and value. Jon holds an MBA with concentrations in Real Estate Finance and Private Equity from McCombs School of Business at UT Austin.

David Steinwedell​

A 40-year veteran in real estate and investment and a 17-year Austinite, David Steinwedell applies the best practices of private equity and asset management to the Texas’ moderate- and middle-income affordability challenges. David has worked at fund advisers, REITs and real estate investment banks, and has led teams in acquisitions, asset management, and debt and property management. He has been involved in over $15 billion in financial transactions across several REITs and high-net-worth investment funds and was the executive director of the Urban Land Institute-Austin for four years until transitioning to launch TxHC ultimately taking his current role as Board Chair. His experience across all property types and various investment vehicles provides the background to make flexible investments and create innovative transaction structures to address Texas’ rapidly changing marketplace. David is also an adjunct professor in real estate at Huston Tillotson University.  David is a graduate of Hamilton College and has served on the boards of NAREIM, ULI - Austin and Atlanta, Rally Austin and the Tritt Foundation. He and his wife, Patty, reside in Austin and have three grown children.

Caro Fenno

Caro is a passionate advocate for housing stability and community wellness. A graduate of Duke University, she has extensive experience designing and leading impactful programs, including wellness initiatives for Veterans with the VA, student events and travel at the University of New England, and resident-focused programming for affordable housing communities in Austin with Portfolio Resident Services. Her volunteer work with LifeMoves, supporting families and individuals experiencing homelessness, fuels her deep commitment to ensuring everyone has a safe place to live and the support to thrive. Caro lives in Austin with her husband and two young boys, where she enjoys bringing people together to foster connection and happiness.
